The method is the same as the method of saving the current DAIF state of the thread
It will pave the way for the future implementation of hwasan's memory management
Allows each thread to independently control the mte switch function

This commit cleans up redundant header file includes throughout the codebase.
The changes include:
- Removing duplicate #include directives that were present in the same file
- Consolidating includes that were split across multiple lines unnecessarily
- Removing unused includes that were no longer needed
- Fixing some formatting issues with includes
The changes improve code organization and maintainability by:
- Reducing unnecessary dependencies
- Making include dependencies more explicit
- Following consistent include patterns
- Removing dead code
No functional changes are made - this is purely a code cleanup commit.

Inline & inline_function both used make confuze, let's modify all inline
in irq.h to inline_function, also clear the always_inline_funcion
declaration.

Before the MPU initialization, the up_update_task(this_cpu()) function is called at a time when hardware cache coherency is not yet enabled.
In certain critical scenarios, Core 1 reads a zero value for tcb from the global variable g_assignedtask and stores this zero value into the tpidr
register. This results in subsequent interrupt handlers reading a zero tcb, causing an exception.

Includes a Mini-UART NSH console for the 4B, tested on the 4GB RAM
model. Part of an I2C driver which can only read, boiler-plate for a SPI
driver, and a GPIO driver with limited pins. Some tools are present for
automatically fetching the boot files and creating the `config.txt` file
based on selected Kconfig options.
There is a race condition when timeout and completion interrupts occur at the same time.
Fix this and simplify the eventwait code.

Fix CMake-based build system to include the toolchain's libm only
when `CONFIG_LIBM_TOOLCHAIN` is selected. Before this commit, if
the user selected `CONFIG_LIBM_NEWLIB`, for instance, the build
system would still link the toolchain's libm functions instead of
the ones provided by newlib.
PS: this commit applies the same changes previously introduced for
the other architectures.
Most tools used for compliance and SBOM generation use SPDX identifiers
This change brings us a step closer to an easy SBOM generation.

Since the scheduling records have already been moved to the interrupt exit in this submission,
we need to delete the original records' locations.

reason:
up_set_current_regs initially had two functions:
1: To mark the entry into an interrupt state.
2: To record the context before an interrupt/exception. If we switch to
a new task, we need to store the upcoming context regs by calling up_set_current_regs(regs).
Currently, we record the context in other ways, so the second function is obsolete. Therefore,
we need to rename up_set_current_regs to better reflect its actual meaning, which is solely to mark an interrupt.

Both RX and TX interrupts can be enabled after the setup of the transfer; the TX interrupt
must be enabled after queuing the first byte as done before. It is not possible to miss the
RX interrupts, as it pends as long as the byte gets read from the FIFO
When starting the TX, the first byte can be queued instantly, it won't be sent out to the
bus if there is NACK to the address. This also prevents spurious TX interrupts in error
cases, since the TX queue is not empty after initiating a transfer.
In some error cases controller sends STOP by itself even if AUTOSTOP is disabled.
It is better to tell the controller to ABORT, which will also generate STOP only when needed.

reason:
When entering an exception or interrupt, there are two sets of registers:
one is the "running regs", which we need to save,
and the other is the "ready to running regs", which we may soon use.
For consistency in logic, we can always store the "running regs" in the regs field of g_running_tasks,
otherwise it may lead to errors in the storage location of the "running regs."
When we need to access the "running regs," we should uniformly retrieve them from the regs field of g_running_tasks.
As the next step, we will rename the set_current_regs/up_current_regs functions
for each architecture to more appropriate names, solely for the purpose of identifying interrupts.
